Implement voluntary, cooperative, and market-based instream flow transactions in targeted streams in the Umatilla, Walla Walla, and Upper Grande Ronde areas within the Columbia River Basin in Oregon. Project will work collaboratively with landowners to develop new instream flow transactions to meet in stream flow targets in critically de-watered streams with high habitat potential for salmonid species listed under the Endangered Species Act.
