Provide support for water transactions, including allocations of conserved water, instream leases, and instream transfers to protect water instream, and/or projects to mitigate impacts of groundwater pumping on surface water in Northeast Oregon. Project will process applications, track water rights data, and coordinate with flow restoration staff.
