Implement water transactions, primarily in the Umatilla Basin. Work will include working closely with the Confederated Tribes of the Umatilla Indian Reservation to prioritize reaches for project implementation to ensure best benefits for instream flow. This will also include analyzing data and pre and post monitoring.
