Design a market to reduce groundwater pumping and develop a funding strategy to permanently purchase and retire sufficient groundwater to restore year-round flow to Comanche Springs. Project will restore the perennial flow and provide a refuge for threatened and endangered desert fish, including Pecos gambusia and Comanche Springs pupfish.
