Develop a statistically sound plan for the establishment of a coordinated Gulf-wide network for collection and compilation of critical abundance, demographic, and biological information on sea turtles in t¬he Gulf of Mexico. Gulf-wide monitoring of sea turtles and the implementation of standardized monitoring protocols would provide important context for project-level monitoring at individual sites where restoration is implemented and would assist with comparisons across multiple projects.
